In a year-long process, a campus-wide group of faculty and staff reviewed and redrafted the College's Mission, Vision and Values.
- May 2024: Approved by the College Senate.
- September 2024: Board of Trustees resolution was passed.

Strategic Planning Committee Begins Work
Dr. Kremenek appointed the Steering Committee and a stakeholder analysis occurred. The committee reviewed environmental strengths, weaknesses, opportunities and threats as part of this analysis. At the College’s Fall Day professional development day for all faculty and staff, a World Café dialogue was held with the campus community about the Strategic Plan.

Data Gathered to Inform Strategic Plan Goal Writing
Surveys and focus groups were conducted with faculty, staff, students, and external partners to further inform the writing of the Strategic Plan.
- Faculty and Staff Survey 45% response rate, broad support for the four strategic directions
- External Partners Survey: 200 responses from village residents, local legislators and leadership, community business owners and employers, transfer partners at Cortland, Ithaca College, and Cornell, and K-12 concurrent enrollment partners.
- Student Focus Groups, 4 held with in-person and online students
- Community Leaders: Roundtables, 7 held with area employers, legislators, and local school district leaders, focused on high demand career fields included College faculty participation, transfer partners, and community healthcare, technology, and education professionals

After analyzing inputs and comparative data, the four Strategic Direction subcommittees drafted goals and objectives for the Strategic Plan

Strategic Plan Draft Presented to College Senate and Reviewed by TC3 Community
The draft plan was shared with the Senate for comments and suggestions. The draft plan was also shared with the campus community, allowing opportunities for additional feedback and review.

June Board Presentation
After updating the draft plan to reflect the feedback gathered from all stakeholders, and final draft was presented to the Board of Trustees in the June meeting and copies were distributed for their further review and feedback.

July Board Vote: TC3 Strategic Plan Approved
At the July meeting, the TC3 Board of Trustees unanimously approved the 2025-2028 Strategic Plan: Sustaining a Vibrant Future.

Strategic Plan Implementation Begins Fall 2025
The Strategic Plan is launched to campus and the external community in September and progress tracking begins by the goal champions.

Key Performance Indicators (KPI’s) developed by the Steering Committee are evaluated for baseline measurement to assess progress of the Strategic Plan

Strategic Plan Progress Assessed and end of Year 1
Annual progress reports will be made by the goal champions to the Institutional Effectiveness Committee and shared with the President each year during the three-year Strategic Plan implementation period. Change in Key Performance Indicators (KPI’s) will be tracked as part of the ongoing strategic plan assessment.
